In a large bowl, mix flour, sugar, baking powder, salt, and cardamom.
In a separate bowl, combine milk, egg, and melted butter.
Gradually add wet ingredients to dry ingredients and knead until a smooth dough forms.
Roll out dough on a floured surface to about 1 cm thick. Cut into triangles or squares.
Heat oil in a deep pan over medium heat. Fry mandazi in batches until golden brown on both sides.
Drain on paper towels and allow to cool slightly before serving.
